The playback seems to stutter, or start and stop - or in some cases there is noise/static

What you are describing is symptomatic of a machine that is low on resources. Let's do some checking.

1. Reboot the machine.
2. Open VS
3. Open Task Manager and record the CPU and memory utilization %
4. Now open a video in VS and start it playing. Record the CPU and memory utilization % again.

If you see a significant amount of your system resources being used when a video is playing in Video Surgeon the issue is with your system resources.
