Help Button Displays html code, not a readable page

This issue is due to a browser setting.  In IE go to:
Tools:
Internet Options
Advanced
 
Then scroll down thru the list and locate the "Security" subsection in the window.  In this section, please find
Enable Native XMLHTTP Suport.   Please check this box and then apply and then close IE. 
 
Open VS and click the Question Mark button. It should be fixed.
