The old adage garbage in garbage out applies here.  If you select and download a video that is fuzzy or of questionable quality Video Surgeon will not make it better. 

In order for you to take full advantage of the zooming function, it is necessary to have a good quality video so when you zoom it does not become so fuzzy or pixilated that you cannot see the area of interest.  Each time you click to zoom in you are doubling the magnification 2-fold, so at some point you will reach a point of diminishing returns whereby increasing the zoom results in an un-useable video.
