If you have Avast as your antivirus program, and you think it is blocking Download Surgeon from working,
here are instructions to add a program exception in Avast.

  1. Open Avast
  2. Navigate to Avast File System Shield
  3. Click "Real-Time Shields" in the column on the left of the Avast interface.
  4. From the drop-down menu that appears, select "File-System Shield."
  5. Open Up List of Exclusions
  6. Click "Expert Settings," and then click "Exclusions."

This will take you to a list of programs that are exempt from Avast's File-System Shield blocking.
Add the following exceptions to the List

C:\Program Files (x86)\Download Surgeon\DownloadSurgeon.exe

C:\Program Files (x86)\Download Surgeon\run.exe

C:\Program Files (x86)\WinPcap\rpcapd.exe

Click the "Add" button and navigate to the .exe file of the program that Avast is blocking from running. Select the .exe and click "Open."
It will now be added to the list of exempt programs and Avast will no longer prevent it from running.

** On machines with older OS’s like XP, (32 bit system)the folder structure is slightly different and will be this:   C:\Program Files\
